Obviously you are going to be using a bow for this build. It is a good setup that you can get before you even get to lvl 10. This armor will get you 65% better archery without even spending any perks in archery. Ring and necklace can both be found in Froki's shack by killing Froki. This will make fist fights on legendary way easier especially if you add it with the gloves of the pugilist in the Ratway. You start with your sneak at 25 which is a huge benefit while playing a stealth archer for obvious reasons. The best race you can be as a stealth archer is the Khajiit. This archer build will tell you the best gear you can get for a low lvl Archer on legendary difficulty.
